Upon selection, Windows 98 should recognise that the thumb drive exists, however will bring up the Add New Hardware Wizard requesting drivers.
The conundrum is that there is no drivers included with such a device unlike say a printer. The downside is that it typically keeps requesting for the same driver via the wizard every time you insert a different branded thumb drive, i.

Yes those files are used for placing Network Neighbourhood onto the desktop and networking at large. I would suggest reinstalling Client for Microsoft Networks via the Network control panel. It will source these files from the cab files included on the Windows 98 CD.
